President Lassale,
Shogun Torunaga,
High Captain Ciltesse,
Dominante Trévutó,
and Dux Dmitriev
Dear Sirs,
As you may be aware, our great nations have not come about today merely of our own work and toil. Nay, this work and toil would be useless without a means to bargain, or sell, its products. On the level of a prosperous farmer, all one must worry is if his goods get to market, however nations deal with much more copious troubles. A nation is not rich in all materials given to us by our humble earth - some shall have ores whilst others are given diamonds, and so on and so forth. Our nations can not survive on merely what we have been provided - not only that, but this would greatly bore our lives. Without the revitalization trade brings, our countries become dull to our native eyes, and its harvests and products commonplace.
That is why I send this letter to you today. Valcoren is a great nation, and I hate to see the day such a fate bestows itself on our lands. You too, all of you, are in possession of great nations, and through this I wish to make a point - we can all gain much we need from each other. Now, I am not aware of the trade relations between your states specifically, however I have a proposition to make. Via the seas so gracefully provided, I beckon out to my fellow lords and rulers a cry for change. This change shall manifest itself in trade - for Valcoren could use much enrichment, this much is true, and it feels it has its own gifts to bequeath to the world beyond its borders and bays.
This plan of trade would immediately result in the dispatch of ships to those nations whom wish to open its ports to Valcoren vessels. This would also required that you send your own vessels to dock here, in our mighty realm. With this said, I for one implore your traders and other men to see our lands and bring with them their own cultural wonders, so that we may, as a people, begin to understand and know each other.
With such said, I wish your own realms prosper for the years to come, and that any ills soon leave; on such a note, I beseech you to consider Valcoren's deals and propose your own.
Signed,
Zeno of Valceron

Dux Dmitriev
Dear Dux,
It has come to Valcoren attention that the current establishment of Solaris, the Templar Order Senate of New Solaris, is in a time of indeed, grave troubles and danger. The Legion threatens its own country and its Senate with death and destruction, even after the attack of New Capua. The Republic, in light of such circumstances, would like to extend a helping hand to such a struggle. You may have already received my letter over trade, and although I do insist you agree to it so that we can more openly aide each other, I have a special offer to bestow upon you.
That is one of military allegiance and general public and state aide. With the threat of the Legion, the struggles of so quickly and forcefully becoming a new entity, and the looming eyes of New Capua, Valcoren believes it its duty to the Solari peoples to attempt to offer as much help and aide as possible, so that they may be that much closer to such a stressful lot of burdens being lifted from their backs.
May the Senate's rule be unchallenged and fair.
Signed,
Zeno of Valcoren.

Shogun Torunaga
Shogun Torunaga
Dear Shogun,
The Civil War brought upon the great Shogunate of Kyokai has greatly surprised and saddened us in Valcoren. That such a beautiful nation would fall into such disarray truly breaks some of our hearts, and I for one would wish to help correct things. The Ishin-shishi have done the world a great dishonor by rising against the Shogun, and I believe it in the interest of all if these vile men are permanently pacified. As I speak, I give word to the Valcoren Fleet and Republican Army to hold fast, and to prepare for war.
I am aware at the time of writing this that Kyokai may take an offering of foreign help as an implied insult, and I entreat that you not think this. Valcoren means full well in its means, as shown by the former letter, offering trade, which I hope has already found you. I assure you, with the aide of the Republican Army, the Civil War will come to a swift and easy end, as our enemy surely can not hold its ground against two mighty foes.
With my closing words I afresh that I am eager as to your reply; and do wish that the Shogunate squash this rebellion, with or without Republican help, and pave the way for another long, peaceful era, full of prosperity and triumph.
Signed,
Zeno of Valceron

Dear President,
It is humbling to know a fellow Republic also reaches out to the world with noble intentions. Under these circumstances, it would be a great honour of my nation and myself to send out a fleet, in order to ensure that your operations against the Raven Fleets is a striking success. Much like your upstanding republic, Valcoren finds it horrendous to watch these pirates and general scum rule the seas with such lax control.
Republics must keep close, President. There are many whom wish to see us at the pike. We at Valceron wish pleasant days ahead for the President and his Republic, and triumph across the world for Democracy.
Signed,
Zeno of Valceron

Dominante Trévutó
Dear Dominante,
It has come to my attention through various rumors from my merchants that the Empire wishes to become a diplomatic and trade bastion to the world. With these ideas in mind, Valcoren thinks it may be even further beneficial to the Holy Empire if Valcoren were not only to begin trading with the Empire, but to help the Empire in its venture to become the diplomatic and trade center it strives to be.
With this in mind, Valcoren would like to as well offer to the Holy Empire the idea of a mutual Embassy from each of our nations, to help improve relations and to possibly enable the Empire to begin using such an embassy as a base plate for later diplomatic ventures. As for trade, Valcoren as you may know is in the process of trading with various nations. In turn, this could help spread Empire influence via it capitalizing on such deals in such a way as to make it a trade hub.
May the Toškhát peoples prosper in the years to come and beyond.
Signed,
Zeno of Valceron

Dear Captain,
In mind of the sudden rebellion and attacks from forces under Theron, Valcoren would be most pleased to aide such a wonderful nation in its endeavor of stopping such a threat to its peoples and the world. These vandals shall pay for what they have wrought upon their mother nation.
Capua is eager to fight the Theron threat as well, however I fear this may be with selfish intentions. This in mind, Valcoren inquires whether Erynnen would be interested in diplomatic, even military relations. Embassies could be built, (With the possibility of an embassy in the Holy Empire to boot) and possible combination of both land and sea united. Although Valcoren lacks the naval expertise of its Erynnen brethern, infantry could be trained, and the pirates forced ashore. I eagerly await a reply.
May our Elven brothers rule amongst the waves always.
Signed,
Zeno of Valceron

Sent via trade ship to Valcoren from the desk of High Captain Ciltesse:
Greetings.
Your offers of help are appreciated, as are those of the rest of these countries, but it seems their energies are misguided. Sending their own navies after Theron will end in nothing but trouble. He has a full fifth of the Erynnen war fleet, and although it is possible that an alliance could bring him down, heavy casualties will be taken. I can currently spare no ships--the Council is deadlocked--and I fear that the nations whose coastlines have already been ravaged by the Raven will not be dissuaded from their current self-destructive course. I am confident they will gain victory, of course, but at what price?
I hope that we can meet in person when politics constrain me less. Until then, continue managing your own affairs, and know that further agreements can be made once you have gained our trust.
High Captain Ciltesse

Sent per will of the Regent of Foreign Affairs, Noburo Oishi - 信郎 大石
To be received by Lord Philosopher Zeno of Valceron
Dated: May 4th, 1572
Dear Lord Zeno,
It is my Lord Shogun's wishes to relay his message, as head of the Regency for Foreign Affairs. I presume all such dealings shall be hence made through myself, with the Shogun in mind of course. In addition, my Lord wishes to convey his utmost joy in Valceron's recent actions upon the world stage.
In accordance with your message, sent to the Shogun's Office on March 30th, my Lord has come up with the following reply.
It is with the most humble apologies that Kyokai does not accept your aid in our civil war. Truthfully, the Lord Shogun never wanted news of such a conflict to reach the world stage in such a manner, as it stands as a blight upon our nation's reputation. The Lord Shogun Torunaga has deemed that Kyokai will finish this war with its own hands, both militarily and economically. Receiving foreign assistance, especially after our defeat at Tenken, would be a great shame to us...
However, in terms of unrelated trade and relations, the Lord Shogun opens his arms for such agreements. Trade would be welcomed of course in all markets, and in fact, as with all nations, Valcoren is more than welcomes to construct an Embassy within the Capital of Eidou. Perhaps dealings would go much quicker if such an action is taken.
Kyokai bears many resources that fortunately have not been consumed by our war effort, and thus can be traded openly. I can only assume that Valcoren has certain commodities that you are willing to trade. In regards to trade, such agreements may take place between the Regent of Commerce, and your own placement.
As far as military alliances and further relations, I propose a face-to-face meeting or agreement with my Lord himself. Such matters are of my jurisdiction, but must be finalized by the Shogun.
Until the day comes when I receive a reply to this message,
Thank you,
Noburo Oishi - 信郎 大石
