The Surrender of Solaris [ATTN: Desert, Red, Lyon, Maik, Werl]

In response to the recent developments in the war, Solari officials finally found themselves face to face with their inevitable fate. The war could not continue any longer, for it would mean the doom of their civilization, and the death of countless lives. Luxuria Urbs had been besieged and taken by the Holy Empire, a long with much land to their immediate west. To the south, Porta Urbs had been assaulted successfully by the Republic for Capua, resulting in the city being subjugated alongside the lands just outside the Solar Mountains. The Capital was the last foreseeable stop on the enemy's path, nestled within the very mountain range that lay just beyond their area of influence.

Losing the Capital was defeat in and of itself. It was no use anymore, the soldiers that remained were ragged and worn, their officers few and unwilling to lead anymore. The once proud demeanor that prompted the war in the first place vanished unto a solemn gloom that now enveloped the Last City. Not even the Elite General could save them from the doom that awaited them beyond the mountain's edge. It was time to surrender, with or without the graces from their Lord.

A single letter was sent to the leaders of the belligerent nations directly by the Elite General himself, only after being forced and persuaded by his officials who pleaded with him to end everything with some shred of dignity. By the end, he agreed.

It is with the utmost humility, and the dignity of my position, that I hereby surrender my army and land to you. The war has tolled many lives for both of us, and it is within my own interests, and I'm sure yours, for this bloody conflict to end once and for all. I will lay down arms as long as my citizens and surrendered soldiers are cared for as Prisoners of War should be.

May we meet in Sperrare Impero for concessions to be had. I believe a treaty should be made for a more formal end to all of this.

Dear Elite General,

The Republic is most pleased to hear of the Dictatorship's reconsideration of its position and applauds the Solari intention to end hostilities. As the Republic shares the view that the casualties, in terms of lives and materiel, generated by this conflict are unnecessary, let us agree on the terms of the treaty.

The Republic's demands are as follows.

-The Republic and Dictatorship agree to cease all immediate hostilities. Republican Army units will be allowed to conduct operations in the newly occupied territories (as indicated below) as appropriate.

-Lands shall be ceded to the Republic, to form full Republican provinces at the Republic's pleasure, under full Republican sovereignty, corresponding to the map attached to this document, where blue represents the lands gained by the Republic through this deal.

-Solarians living in the occupied territories become Republican nationals immediately.

-The stationing of troops in the Solar Mountains by Solaris is strictly prohibited, except as law and order concerns may necessitate this action.

-The Republic does not wish to see poverty enforced on the people of Solaris. A free trade agreement and humanitarian aid regime, to ensure that the Solari people are provided for and enjoy economic prosperity, is in the mutual interests of both parties.

-The Republic pledges to work for Alban, Archipelago, and Imperial acceptance of similar peace deals, provided the Dictatorship, and specifically the Elite General, can prove to the Republic's satisfaction that it intends to pose no threat to the Holy Empire, or the Toskhat as a species.

Please inform us of your decision as soon as possible. Republican units have been ordered to cease fire unless fired upon.

We are satisfied with the situation that exists between our nations, and will endeavour to ensure that the Empire deals with the Dictatorship similarly.

May the relations between our countries normalize quickly. The first shipments of humanitarian aid will arrive shortly, through the routes over the Solar Mountains secured by the Republican Army.

Attached to this letter is a transcription of a most incriminating letter of 2 December, sent by one of the admirals serving the Erynnen navy participating in the recent conflict. It is quite apparent that there are ulterior motives present in the Archipelago's proceedings; perhaps they are even less stable than we realized.

Recommend referral to Presidency immediately.

OOC: Assume this reply came earlier than when I'm actually posting it. Didn't get a chance to post earlier. But has been planned for a while. Plus, haven't seen Werl make his final move, and I'm not sure what Erynnen will be citing, thus, only Capua & HE's interests are marked by my map.

To the office of Darko DeLuca,

Firstly, I must implore that your decision to surrender is most wise - Such unnecessary bloodshed would surely have continued unceasingly had you decided otherwise.

Unnecessary bloodshed is not within my or my people's interests, and I do not intend to prolong this war for longer than is necessary. Assuredly, it is within your interests to end this conflict to end once and for all, but whether or not it is within my own interests - whether prolonging this war is necessary, I am as of yet to determine.

The Holy Empire is vigilant to the end, and when the Holy Empire begins something, that something is seen through to the end - When we enter a conflict, it is for a reason or goal, and only under the grasp of defeat, devoidment of reason or accomplishment of the goal do we exit.

What this particular war ultimately boils down to is that the Holy Empire, and I, personally, have an amassment of evidence which proves that Solaris and its people have long held ill intent towards the people's of the Holy Empire and that you and your government had planned to invade the Holy Empire and commit genocide against its peoples. This is an unforgivable threat to which the Holy Empire had no choice but to meet, thus the reason and motivation for a preemptive invasion of Solaris.

I would seek to meet with you and your government regarding consessions; However, under these reasons for war, how can I guarantee the safety of either myself or any diplomats that I should send? How can I guarantee that your suggestion to meet in Sperrare Impero is not simply a ploy to see my forces lower their guard, to grant you opportunity to strike at our officials and plan a counter-attack?

Until proven otherwise, I will consider your communication an act of goodwill, and thus, should there be no provocation of my forces by yours, will enact and uphold an indefinite ceasefire. As condition to this ceasefire, will will not press our advance further. However, should this ceasefire be broken for any reason by your forces, we will return to state of active conflict and I will give the order to march on your capital.

Hopefully, once I can trust that your seeking concession is not a form of trickery, and once I can trust that Solaris, it's government and people no longer seek to harm the Holy Empire, we may meet to discuss the future of our two peoples.

Additionally, the Holy Empire does hereby lay claim to all territories currently under its occupation - This is not currently up for negotiation. These territories have been outlined in the attached document.

Except for in the utmost of extreme circumstances, the Holy Empire does not engage in imprisonment or subjugation. Non-combatants and former Solaris citizens in occupied territories will be treated the same as our own citizens, and granted both citizenship and protection upon denouncement of any former loyalties and on pledging absolute loyalty to the Holy Empire and imperial hierarchy. However, failure to denounce former loyalties or failure to pledge loyalty to the Holy Empire will result in either deportation or execution, pending circumstances. After a short period of time, prisoners of war will be given the same liberties and treated in the same manner. Children will be protected. All peoples living in occupied territories will be expected to adhere to our laws, failure of which will result in the same as should any of our own peoples fail to adhere to our laws - Execution.

I trust that you both recognise my earnesty in this letter and understand that under my predecessor's rule, or under the rule of any other leadership candidate in the Holy Empire, that the results of this war would be far less lenient.
