Lets talk out of character here. I know we need some clarification of roles. Or at least I do. Who is working for Davenport?

An NPC, controlled by everyone? He could appear at random times, etc.?

For example, we could be at a market, or trading post, and there could be this guy that is constantly behind us, following us. Later on, we see him again somewhere, etc?
