Forum Structure Rationalization Program

As of my last few keystrokes, the general discussion portions of the site are near the top of the page. Also, the forum games are now grouped with general discussion.

This has been done because, to Bleach and I, it makes more sense and doesn't split up the general discussion topics. It also clearly divides them and the vast expanse that is the RPs, reducing scrolling time.
