So, I just made this in MS Paint, and it came out looking pretty beast. It is the normal skull, although with awesome lookin' eyes and the scar that mimics the Captains. Also, instead of bones as an "X", it is two long shards of ice.
About Jolly Rogers in the world of One Piece:
They are very important as they show the identity and pride of the crew on the ship. Most Jolly Rogers somehow represent the Captain of the ship or the environment in which the pirates hail from. In our case, it does both. But, the flag is meant to instill fear into the enemy.
If civilians ever see the Jolly Roger, there are three different reactions depending on what island or land you are docking at:
1) They might not even pay attention if you dock into a pirate island... meaning piracy in said town is very normal.
2) They might run away in fear as most would. The vast majority of civilians are indeed afraid of pirates.
3) They might become hostile and attack your ship. Due to circumstances in that island or village, if they had ever been attacked before, villages might hate and become violent toward other pirates.
