Modest success. Theron knows that the fleet plans to meet somewhere in the Strait of Ardennes, but he has only general knowledge on the fleet size and composition.

It's pretty obvious that the fleet is going to meet up in the Strait. This could be divined by the relative positions of Ironhull and Capua. So I'm not contesting that.
However, I would contest that you know the fleets are meeting up at all, or that Ironhull is on the Republic's side. First, there's the historically venemous relations between the two countries; it's entirely possible that they don't see eye to eye at all, or even that the Dominion supports Theron. Theron wouldn't know; he's not privy to the communication (unless you roll to somehow intercept that). And anyway, the arrangements were made in privacy between two heads of state. From there the orders would be given to the military, then specifically the navies of both countries, where they would be acted upon by military officers and personnel.
Merchants, especially foreigners, are not part of the equation. So in other words, though you'd know for sure that the Marine Nationale is on the warpath, and your merchants could tell you where they're mobilizing from (for the record, that's Eclipse and Arraile, in other words, everywhere and everything the Republic's got), they would not be able to tell you much about the fleet's composition or exactly where it's going.
To obtain military information of this nature, you'd need to infiltrate the military itself, with the negative modifiers this implies.

OOC: If an Ironhull navy is being assembled, and there's been word from up top that they may be meeting with the Capuans, sailors are bound to talk. Just because you're under the impression that all military information is private, doesn't mean that it necessarily is. Once again, try to think in realistic terms. These are people, not automatons. They aren't perfect repositories of national security secrets that can never be cracked.
