This document shall henceforth record any and all preparations for future and immediate war on the part of the Shogunal Armed Forces. Also inclosed shall reside the status between the Shogunate of Kyokai and other countries around the world. For our regime's longevity and the persistence of this land, all preparations in both wartime technological advancement, and formation shall be recorded here by date.

As to our status among other nations, threat level shall be ranked as such:

Status S - Indicates an immediate threat to our sovereignty, rights, and existence.
Status A - Indicates a probable threat that should be dealt with as soon as possible.
Status B - Indicates a possible threat that should be dealt with as the earliest convenience, or watched carefully. Military observation is needed for a Status B threat.
Status C - Indicates a potential threat that should be watched closely.
Status D - Indicates a nation that is hardly a threat or otherwise currently neutral toward our territories. NOTE: If the nation has priorities different from our own, consider them a possible threat however of a Status D rank.

Military Preparations for -- EMPIRE OF TYSKLAND

Due to the nature of Tyskland being an Empire, and lying closest than any other to our own lands and seas, Tyskland shall be the first nation to prepare for conflict with - of course as a precaution. This being said, the Shogun hopes to contain the Empire to our east, and resume a positive relationship with the nation. However, it would be foolish to remain ill-prepared for any conflict as the future, as always, is quite unknown.

In the consideration of invasion or defense against the Empire of Tyskland, the following measures should go into place --

-- All shipping from the Empire to the west shall henceforth by stalled, or otherwise blockaded by our own navy. Being the country between the Empire and that of the Republic, Holy Empire, and New Solaris, it would be in our best interests to completely destroy any and all shipping by the Empire. Both Fushima and Hinamizawa, being major Naval outlets have the capacity and manpower to blockade the ocean at intervals. We shall let no Tysklander get by our Iron Formation.

-- All Imperial - Shogunal trade shall cease in the event of war, and all products incoming from the Empire shall be embargoed or forcefully destroyed. Being a large economy, if we were to stop trade (first measure of resistance against foreign powers) we would weaken the value of their goods and services. Any and all black-market merchandise imported from Tyskland would be deemed contraband and like-so destroyed.

-- Ships found within our waters from said enemy nation would be commandeered or sunk. All goods aboard would be forfeit and taken to be sold as Shogunal confiscated goods. Tyskland citizenry aboard the ships would be sent back to their country - military on board would be jailed until the conflict's finish.

--- MILITARY PREPARATIONS --

-- In preparation for a DEFENSE from Tyskland, forces based in the cities of Ezojima, Negasaki, Eidou, and Fushima would mobilize for immediate defense of the coastlines and river inlets. In event of invasion by the enemy, fortifications would be set up all over the coast in the form of forts, palisade and barricades, and finally water-barricading. Naval force shall be summoned from Fushima and Negasaki with TWO OR MORE fleets depending on the enemy's force.

-- If per chance the enemy drives in-land, forts shall halt their advance before reinforcements arrive from the Capital of Eidou or Ezojima. As with all other enemies, military make up will consist of large battalions of Musketeers, surrounding flank pole-blades, and a charging core of Samurai. At the rear shall consist of long-range artillary such as Cannoneers and Morutaru. As per usual, cavalry shall be stationed at the rear-flanks for and immediate charge.

NOTE: If Tenken is taken, all forces are to be mobilized at once for the protection of the Emperor. Auxiliary Forces reside at Tenken thus as a precaution.


For the possible INVASION of Tyskland, the following measures are to be made:

-- Battalions shall march forth from Eidou, Negasaki, and Fushima to naval ports at the Eastern Coast and shall embark from Negasaki. An Armada - likely around twenty ships shall transport around forty or so battalions to firstly invade the island off of the mainland named Dommitzsch. Upon holding the island, supplies can be shipped freely from Kyokai to the held island upon gaining Naval supremacy.

-- From there, forces can freely engage enemies after crossing the channel and landing in Brendenburg's coastline. An all out landing force would engage defenses while our navy can pound it's coast before dropping troops. From there, the march to their Capital is set once supplies are brought to shore. And, considering we would have hold of Dommitzsch, we would have access to our own goods and wouldn't have to ransack Tysklander armories for goods - unless for some reason our supply lines are cut off.

-- Once Brendenburg is taken, we will ask for their surrender. If obeyed, Kyokai and Tyskland will go into a Treaty Phase and shall decide on the best way to end the conflict before more lives are taken. Parts of their land shall be ceased, their military will be demobilized but for a small defense force under the supervision of the Kyokan Regent of Foreign Affairs and jointly the Regent of War. Reconstruction will begin if needed, and Kyokai will likely agree to pay for a forth or half of all costs. Aid shall be offered to the wounded citizenry.

----> Officers of the Tyskland resistance, if caught, shall be sentences to death, or depending on their offenses against the Shogunate, shall be jailed for life. Military personnel outside of the officer rank shall be kept in a POW camp and are to be treated justly and fairly - upon the conflicts end, all shall be released back to their homeland.

--- Should the order to surrender go unhindered by the Tyskland's military command, order to eradicate the rest of the resistance shall be made. The cities of Eschweiler and finally Gladbeck will be sieged and starved until all resistance dies... or a white flag is raised by the enemy. Supply lines, if not cut already, will be targeted by Shogunal Forces for this plan to succeed. Upon victory, the leader of Tysland will be brought to International Court and tried for crimes against another nation, perhaps humanity, and for inciting war with another power. If the verdict is not a death sentence, it will be life in a Shogunal prison.

---> Tyskland shall be partitioned into several military districts and held by a contingent of the Shogunal military. Reformation of the Tyskland government will occur, or otherwise a governor will be put in place and the country will be (forcefully) annexed by the Shogunate. All Kyokan laws, rights, and liberties shall be brought forth to the citizenry and a tax to our government will be instated. NOTE: If any resistance remains, we will work to stomp it out in an orderly fashion.


REGENT'S NOTE -- Should any of these plans, which obviously focus on the best possible outcome for the Shogunate, go wrong in-field Generals and Officers should make adjustments to the plans accordingly. If the attack completely fails, retreat should be immediate and without accident. Upon retreat, tactics used shall be shifted from our primary offensive strategy, to the primary DEFENSIVE strategy that has been outlined above. Orders shall be as such until the tides of battle turn and we can go back into an offensive war.

This is a more updated Global Threat Assessment. Taking into account wars occurring over seas and abroad, the threats of certain countries have shifted from years before.

In addition, due to the civil war in Kyokai, a threat assessment has been included for the rebels in the country.

NOTE:

Status S - Indicates an immediate threat to our sovereignty, rights, and existence.
Status A - Indicates a probable threat that should be dealt with as soon as possible.
Status B - Indicates a possible threat that should be dealt with as the earliest convenience, or watched carefully. Military observation is needed for a Status B threat.
