Political Overview: With the beheading of His Majesty the King Charles XII, his immediate family, his heirs, and anyone else that could conceivably be related to House Bourbon or have anything even approaching a claim to the throne of the old Kingdom of Capua, the political power of the aristocracy has been crushed; all noble blood now flows through the streets. In their political place stands the Communist Party, under direction of its constituent parts: every worker, every regular citizen of Capua. With the expropriation of all Royal and Noble property, and its return to its rightful owners, the workers of Capua, the economic power of all traditional elites has been ended, to be replaced by proletarian domination. Threats from the old regime are no more, though the guillotines still work tirelessly.

And yet they may yet see more blood, for enemies of the Revolution are realized each day. The Royalists are deluded, and though the head of the snake has been removed--perhaps all too literally--the snake's body lie within the proletariat itself. The National Razor has been turned upon the enemies of the People in the lower and middle classes also. All crimes against the Revolution carry a sentence of death. And so the guillotines never sleep; they can not afford to. The Revolution can not afford to. The People cannot afford to! All must be vigilant, including the Secret Police! The Government will be revolutionary until peace is secured. Sabres drawn! Marching forward, marching on!

Economic Overview: All resources are owned by, distributed for, and exploited for the People. The Government appoints local Councils to do this. Their effectiveness is generally highly questionable; confused planning, a lack of expertise, and the gross overrepresenation of intellectuals in guillotine lineups causes major shortages and bureaucratic headaches. The central government is moving to introduce a large central planning authority in response to this.

Resources include a vast amount of metals, including mythril, an even more vast amount of stone, gems, and generally anything else dug out of the earth; in addition, fish and game are plentiful. Food supplies tend to be sufficient; recent famines are the result of punitive measures against enemies of the proletariat.

Political Systems: The government of the Republic is, as one would expect from the nation's title, accountable first and foremost to the citizenry. Despite this, however, the Republic also exists to maintain a distance between the quickly changing winds of public opinion and the actual execution of State policy.

This delicate balance is maintained by the Constitution of the Republic, which establishes the legitimacy of the Republic, acknowledges its birth from the fires of (secondary) revolution, and sets down its founding principles. It goes on to describe the procedures and general conduct binding upon government offices in excruciating, often completely unnecessary, detail (Lassale and the rest of the Constitutional Convention, however, felt that this was necessary to avoid dispute or a lack of clarity).

Also important is the Declaration of the Rights of Man and of the Citizen, which despite its name also applies to women and sets out basic rights that all Capuan citizens enjoy, which include rights to appropriate assistance when in need, fair and speedy trials when accused of a crime, the right to vote if over a certain age, various restrictions on the government's ability to acquire property, among other guidelines. Importantly, it strictly forbids discrimination on the basis of innate "accidents or happenings of birth", which is understood to include race, gender, sex, and other attributes of similar gravity, and also makes it "fundamentally and absolutely illegal" for a Capuan citizen to hold persons as property (in other words, banning slavery and all derivatives thereof). It also sets down various foundational principles of the Republic, including separation of powers, the principle of legality and the rule of law, the concept of "liberty", an iron-clad declaration of secularism, among many other things.

The Constitution also sets down the foundations of the Republic's governing bodies--the National Assembly, Senate, and Directory--as well as outlines the duties and functions of major government positions such as the President or Prime Minister. It establishes the Supreme Court of the Republic and a set of other lower courts for dealing with various issues. Finally, it establishes the nonpolitical place of the military with the President as Commander-in-Chief.

The Capuan citizenry vote directly for the lower part of their Parliament, the National Assembly. The Assembly is the source of all legislation, votes on all budgets, ratifies treaties, must approve declarations of war and peace, and approves the President's nominees for various positions, including Senators, Supreme Court justices, and Constitutional Council members. It also appoints from its ranks a Prime Minister to oversee the domestic half of the Directory.

The Senate comprises the upper house of Parliament and is composed entirely of Presidential nominees. By law, none may be members of political parties, and a strong tradition, bordering on legal expectation, demands at the President's nominees be experts in some field, recognized academics, or otherwise well-regarded citizens. This leads to the body typically being comprised of scientists, industrialists, a few war heroes here and there, and a few recognized social activists. Though the Senate does not pass actual laws, bills may emerge from the Senate and the National Assembly must ordinarily await the Senate's advice before passing legislation. The Senate also advises the Directory and President when asked, and is tasked with auditory functions, releasing reports on the state of Capuan government agencies and the state of Capuan society.

The Prime Minister's duties are many--as Head of Government he is tasked with overseeing domestic policy in almost all of its forms. He appoints most of the Directory--all of it, in fact, save the Minister of Foreign Affairs and Minister of War, both of whom are Presidential appointees. These Ministers each run a Ministry which has at its disposal some portion of the Civil Service. The Prime Minister is accountable to the National Assembly first and also to the President, should the latter exercise his reserve powers.

The President is elected directly by Capuans; legally he must not be a member of a political party at any time throughout his campaign, the election, or his ten-year term. He may be re-elected an unlimited number of times. Though the Prime Minister deals with day to day domestic matters, the President maintains a large number of reserve powers, allowing him to deal with hung Parliaments, call elections, call states of emergency, and act as Supreme Commander of the Armed Forces--a collection of powers which have made the position known as the "elected Crown" of the Republic, though there is no Royalist ceremony associated with the office. Ceremonially, he represents the citizenry and, in practice, represents the Republic on the world stage, conducting foreign relations and acting as head diplomat.

The Directory consists of the President, Prime Minister, all of the Ministers, a representative of the Senate, and a representative of the military. It coordinates the executive response to crises and makes quick decisions where they are necessary. In addition, it is the President's power base in the event of the suspension of Parliament. The Directory, save the President, may be forced to resign by the National Assembly.

Economics: The Republic runs a hybrid system, embracing both free enterprise and the Communists' attempts at a more egalitarian, efficient system. Rejecting central planning in favour of price controls and regulation, the Republican economy relies on private enterprise, which is typically taxed as little as possible. Regulations to ensure the quality and safety of products, however, are myriad.

The economy of the Republic is heavily dependent upon mining activities, which leads directly into their impressive industrial output and crafting abilities. Equally, the production of well-crafted tools makes all sorts of tasks easier, leading to a more efficient economy. Other important resources include fisheries and vast farming capacities, as well as lumber. Mythril is a metal unique to the Republic.

Societal Overview: Republican society is primarily defined by the political and social norms forged by the national consensus emerging from the Revolution. This includes a love of personal liberty, an acceptance of others, and a strong belief in equality (personal merit notwithstanding); alongside this it includes a strong belief in personal responsibility and a belief in fulfilling one's duty to his fellow citizens. However, at the same time, Republican society is more than a facsimile of the Declaration of the Rights of Man and of the Citizen. Since time immemorial they have been strongly industrialist, believing firmly in hard work and personal merit; since times equally lost they have been conservatives, believing strongly in a well-ordered and stable society--but at the same time, their boundless love of science and reason ensures that their hard-nosed collective arrogance does not go too far.

Geographical and Climate Overview: Capua is made up mostly of mountains, transitioning to craggy coasts on the eastern shore; these areas are not totally barren, but fit your typical windswept, foggy, and entirely too-rainy coastline. The mountains themselves are snow-capped, but their slope is minimal save certain portions. The whole nation, however, is rocky, save the nation's southern peninsula (which is semitropical) and the western portion of the country (which is made up of rolling grassland and bocage). The very north of the country is heavily forested. The climate of nonmountainous, noncoastal areas, excepting the Eclipse peninsula, is temperate, though the south is more Mediterranean.

Technological Overview: Capua's investment in technology has always been exemplary, given the national love of science and technology, and so the Republic inherits a good technological base overall, especially in high-quality gunpowder, firearms, and other military technologies--but also in terms of industrial might, incredible craftsmanship, and unparalleled knowledge of metallurgy.

Military Overview: The Republican military is loyal to the ideal of the Republic itself, despite the President's status as Commander-in-Chief. They are known for their ability to improvise, their exemplary morale, and their training. Capua's technological base also gives them an equipment advantage; they tend to rely on gunpowder units. Strengths include morale, discipline, technology, and fantastic infantry and artillery; weaknesses include speed, weaker cavalry, lower numbers and a defensive focus.

Im loving this nation, Red. It reminds me of Khuchaigh, the one I never got to save from invasion due to internet problems Sad.
